BuildOUT California is honored to report that Ms. Julie Owen has been accepted for the permanent position of Senior Executive Officer, Program Control at Los Angeles Metro. In this role she will be responsible for managing controls on Metro's $160 billion 50-year capital program which is transforming the landscape of infrastructure in Los Angeles. Julie is an industry thought leader with over 30 years of experience managing programs and project controls while delivering some of the most challenging capital projects in the nation. She is an accomplished author and international speaker, presenting on program controls best practices in fifteen countries on six continents. She is a Distinguished International Fellow of the International Cost Engineering Council, Fellow of the Guild of Project Controls and Former AACE International Fellow.
